Blinding Flare

All light within a 30-foot radius of you is sucked towards you before being instantaneously released in a 30-foot radius. All creatures within 30-ft of you must roll a constitution-saving throw. (DC is 10+spell modifier). On a successful save a creature rolls with disadvantage on their next attack roll. On a failed save a creature is blinded until the beginning of your next turn.
