Choose a target you can see within 60 ft of you that is wearing enclosed footwear (i.e boot, shoe, sock, stocking) on at least one of its feet. You conjure a small, magical, jagged pebble in your hand that immediately flies hand towards the target. If the target fails a dexterity saving throw, the pebble phases into one of the targets' pieces of footwear, making the wearer uncomfortable and possibly distracted. The pebble exists as long as you maintain concentration on the spell.
As long as the pebble exists in the targets footwear, and the target isn't resistant to magical piercing or slashing damage, the target must make a constitution saving throw at the beginning of each of its turns. If the target passes the constitution saving throw, nothing happens that round. If they pass the constitution saving throw with a natural 20, nothing happens and the target can ignore the pebble until the spell ends. If the target fails the constitution saving throw, they get a -10 ft penalty to their ground movement speed, a -1 penalty to their dexterity saving throws and attack rolls that round. Attack rolls made against the target also have a +1 bonus that round. The target then must make another constitution saving throw (DC 10) to maintain any concentration they may have on a spell or ability. If the target critically fails the first constitution saving throw that round, then the target takes one point of damage, and during that round any ground the target stands on is on is considered difficult terrain for the target (replacing the -10 ft penalty to movement speed this round), attacks made against the target have advantage (replacing the +1 bonus to attack rolls made against the target), and the target has disadvantage on dexterity and concentration saving throws and attack rolls (replacing the -1 penalty to dexterity saving throws and attack rolls this round).
The affected target may use their action to take off their footwear, take out the pebble and put their footwear back on, but doing so while in melee range of an enemy may provoke an attack of opportunity against the target. If their footwear is fitted tightly or elaborately tied/fastened, taking off the footwear and removing the pebble may also consume a bonus action at the DM's discretion.
If the target is resistant to magical piercing or slashing damage, then the target is unaffected by this spell.
