You conjure up to 3 black rods, one after the other, in your free hand. As part of the same action you used to cast this spell, you hurl up to all the conjured rods at a creature or object within range. Make a ranged spell attack against the target. On a hit, the target takes 1d6 magical piercing damage and, if anything that has the ability to cast spell is in 5ft radius of these rods, have the max lv spell they can cast reduced by your proficiency modifier. Also if a Leveled spell would be cast as a cantrip, the casting of said spell automatically fails and the creature that tryed casting that spell loses a spell slot equal to the spells original spell level.
