Cloud of Despair

You create a twisting rolling miasma of despair, horrible dreams and visions of failure in a 15ft Sphere within range. The area is heavily obscured and moves up to 10 ft. at your direction each turn. Creatures entering or starting in the area must make a Wisdom save (DC 17) or be frightened until their next turn. If they fail by 5 or more, they are incapacitated until the start of their next turn. A creature repeats the save at the end of its turn in the cloud.
