Your crown whispers the decree. Mind, voice, and will bow to sovereign bloom. One creature you can see within range is effected by one of the following three edicts, each a different expression of witch-queen authority.

Edict of Kneeling Thorns. A crown of spectral briars crashes downward with psychic force. The target must make a Wisdom saving throw.
On a failed save, the target takes 6d8 psychic damage, falls prone, becomes restrained, and has disadvantage on Constitution checks made to maintain concentration.
On a successful save, the target takes half damage and is not restrained or prone. While the spell lasts, you may use a bonus action on each of your turns to force the target to make another Wisdom saving throw. On a failed save, it takes 2d8 psychic damage.
Edict of Blooming Silence. A bloom of cursed petals unfurls around the target’s mouth, swallowing words and unraveling thought. The target must make a Wisdom saving throw.
On a failed save, it takes 5d10 psychic damage and becomes silenced for the duration: It cannot speak. It cannot cast spells with verbal components. It has disadvantage on Charisma checks and saving throws. Whenever the target attempts to speak or begins to cast a spell with a verbal component, it takes 2d6 psychic damage.
On a successful save, the target takes half damage and is not silenced.
Edict of Withered Resolve. Your decree seeps into the mind like rot, eroding the will to fight. The target must make a Wisdom saving throw.
On a failed save, it takes 6d8 psychic damage and suffers the following effects for the duration: Disadvantage on attack rolls, Disadvantage on Wisdom and Charisma saving throws, Takes 2d6 psychic damage at the start of each of its turns, Cannot take reactions.
On a successful save, the target takes half damage and suffers no additional effects.
Using a Higher-Level Spell Slot. You can target one additional creature for each spell slot level above 5.
