Arcane Barrage

You create 9 spinning, vibrant blue arrows of magical force that all shoot up into the air and hover slightly, pulsing with arcane energy, each arrow hits a random creature out of 3 you choose, in range. For each arrow, roll a D4, on a 4, the arrow splits into two and targets the same creature. An arrow deals 1d4 + 1 force damage to its target. The arrows all strike simultaneously, and you can direct them to hit one creature or several. This spell can only target up to 3 creatures.
