Warner's Waistful Whispers

The target must make a CON save of 14 or this spell takes effect. Casting this spell causes the Dyspnea Condition, for 1 hour or until the target takes an turn doing nothing to catch their breath ( the user must sacrifice their action, bonus action and movement for 1 turn).

Dyspnea: a special condition created for this spell, if a target is effected by this condition the targets movement is reduced by 1d4x5 Ft. and the effected target cannot cast spells that have a vocal component as they cannot speak the arcane words without completely losing their breath.

For each higher level you cast it at you can role and additional D4.
