A pale blue fragment of light streaks from your palm to a point you choose within range, then explodes into a cone of frozen air. Each creature within a 30-foot cone extending away from you from the point you choose must make a Dexterity saving throw. A target takes 6d6 cold damage on a failed save, or half as much damage on a successful one.
The blast coats surfaces within its range with ice. Water within the cone that is not part of a creature is flash-frozen up to a foot in depth. Creatures who fail the saving throw are restrained by ice until the start of your next turn.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the damage increases by 1d6 for each slot level above 3rd.
