Cantrip

One creature within range has their shoelaces tied together.

If the target creature moves on their turn, they must make a DEX save or gain the Prone condition on a failed save, or have their movement range reduced by 5ft on a successful one. The target creature can avoid any of these negative conditions if they spend an action to untangle their footwear on their turn.

This spell has no effect if the target creature is not equipped with footwear that could be tied together, or doesn't have feet. Duh.
