Chaotic Caffeinated Cataclysm

You gather your energy into a chaotic burst of rainbow sparks targeting a single creature. If that creature is medium or smaller, its movement speed is increased by 10ft. The target creature takes 1d8 +CHA Mod. At the start of any creature's turn, if it is within 5 feet of the original target of the spell, they immediately take 1d4 radiant dmg. You may choose to forgo the damage on a creature. If you do, you lose your reaction until your next turn.

This spell’s damage increases by 1d8 when you reach 5th level (2d8), 11th level (3d8), and 17th level (4d8).
