Maya's Sand of Sight-Stealing

You infuse a handful of particulate matter with capsaicin magic, making it an incredibly potent magic item called Sand of Sight Stealing for the spells duration. As a Magic action, a creature can hurl the Sand of Sight Stealing directly into the eyes of another creature within 15 feet of it, making a Melee or Ranged spell attack using your spell attack modifier. On a hit, the creature's eyes water profusely and it has disadvantage on all attack rolls and Wisdom (Perception) checks until it takes an action to wipe their eyes clean.

After the Sand of Sight Stealing has been hurled and hits or misses, it ceases to be magical. Only one Sand of Sight Stealing can be created by this spell at a time. If you cast this spell again before the duration has ended, the previously made Sand of Sight Stealing reverts back to mundane particulate matter.
