Blessing of the Watch

This is a conversion of the Blessing of the Watch spell from Pathfinder 1e

You bless any number of creatures of your choice within range. Whenever a target makes an attack roll or a saving throw before the spell ends, the target can roll a d4 and add the number rolled to the attack roll or saving throw.

This spell may only be cast in the caster's home city, and only functions in areas under the jurisdiction of the city watch.

A cleric who worships Abadar can replace one of their 1st level Domain spells with this spell. The decision to substitute a Domain spell must be made upon gaining a new level of cleric, but you can change your decisions on the matter when you level up again.
