Alia's Anti-Invulnerability

Channel primeval magics into one point that you can see within range, briefly severing a target creature's potential invulnerability by stripping it of all of its immunities and resistances, as well as reducing its max Hit Points by 1/4  (rounded down) and disallowing it from healing while this spell is active. This spell cannot be Counterspelled, and can be cast while the caster is Silenced.
