Chronomancer's Balm

When you cast this spell, a creature of your choosing within 20 feet of you may take a reaction to gain a surge of energy, spending its hit dice to recover hit points as if during a short rest. Alternatively, it may spend hit dice to attempt an additional saving throw against a negative effect currently inflicted upon it. For each hit die spent in this way, the creature may make another attempt at the saving throw.
