Cloak of Shifting Sands

You open the bag of sand and the grains fly out wrapping around your shoulders forming into a flowing cape of sand, once each round when you would take damage, you gain resistance to all damage types in that instance of damage for the duration of that instance of damage, and then may teleport up to 30ft to a space you can see, reappearing in a swirl of sand.
