Slicing winds gather around you in a vortex. This vortex is a 30-foot-tall, 30-foot-radius cylindrical storm. The storm has two walls: the inner and outer walls. The inner wall of the storm has a 10-foot radius centered on you; it moves when you do. Within thirty feet of the outer wall of the storm, objects that weigh no more than 10 pounds and are not carried or worn are dragged into the vortex. The area between the two walls of the vortex is considered difficult terrain, and creatures that start their turn within 10 feet of either wall must make a Strength saving throw or be pulled 5 feet closer to the eye of the storm. Creatures that start their turn within the storm or enter it for the first time must make a Dexterity saving throw. On a failure, the creature takes 4d12 slashing damage and 1d8 cold damage and gains the Frozen condition. On a success, the creature takes half as much damage and suffers no further ill effects.

While you hold concentration on this spell, you can condense the wind around you into a blade. When you take the attack action, you can replace any number of your attacks to make a ranged spell attack against a creature you can see within 90 feet. On a hit, this blade of wind deals 1d12 slashing damage and 1d4 cold damage.

At Higher Levels. When you cast this spell using a spell slot of 7th level or higher, the damage of the spell increases by 1d12 slashing and 1d8 cold. Additionally, if you have 10 other cold spells known or prepared in your spellbook, you can cast a second concentration spell that deals cold damage while already concentrating on this spell.  If you need to make a Constitution saving throw to maintain your concentration on both spells, you make the save with disadvantage. On a failure, you lose concentration on both spells.

Note: The Frozen condition halves movement speed, gives disadvantage on Dexterity saving throws, and lowers a target's AC by 2. It lasts for the duration, but may be ended early by making an attack against yourself with an AC equal to the spellcaster's save DC.
