You unleash the Frostfell upon the mortal plane. Freezing winds swirl as a devastating Frostfell blizzard spreads throughout the area for 1 minute.
As an action, you create a 150-foot-radius storm centered on a point you can see within range.
The bitter cold extinguishes all nonmagical and magical flames within the area. Only flames that explicitly state they cannot be extinguished by magical means are unaffected. All surface water within the area freezes at a rate of 2 feet of depth per round, to a maximum depth of 40 feet.
Each creature in the storm has its Speed halved by the biting winds. When the spell is cast, and again at the start of each round, each creature in the area takes 2D6 Cold damage.
At the end of each creature's turn, if it remains within the storm, it must make a Constitution saving throw against your Spell Save DC. On a failed save, the creature takes 4D6 Cold damage and becomes Hindered by Ice for 1 minute. A creature affected by Hindered by Ice has its Speed reduced to 0. The effect ends early if the creature or another creature within its reach uses an action to break the ice away.
On a successful save, the creature takes half as much damage and isn't Hindered by Ice.
If a creature is already Hindered by Ice when it makes its next Constitution saving throw against this spell, it gains one level of Exhaustion and has Disadvantage on that saving throw.
Protected Creatures
When you cast the spell, you can designate up to 20 creatures to be immune to the spell's effects. These creatures also gain Resistance to Cold damage for the duration of the spell.
Frostfell's Eternal Storm
You can cast this spell with Concentration, increasing its duration to 24 hours.
When cast this way, you must maintain Concentration for the entire duration and remain within the spell's area.
This extended-duration version of the spell is intended primarily for NPCs, and BBEGs.
