You create a 20-foot-radius, 60-foot-tall cylindrical vortex of fire centered on a point on a solid surface within range. When the cylinder first appears, each creature in the area must make a Dexterity saving throw or take 5d6 points of fire damage and be pulled up to 10 ft towards the nearest unoccupied space at the vortex's center. On a success, the creature takes half as much damage and can use its reaction to move to the nearest unoccupied space outside the cylinder.
The spell's area is difficult terrain. Any creature that enters the spell's area for the first time on a turn or starts its turn there must succeed on a Strength saving throw or take 3d6 fire damage and have their speed reduced to 0 for that turn. A creature that succeeds on the saving throw takes half as much damage only.
At higher levels. When you cast this spell using a spell slot of 5th level or higher, the damage increases by 1d6 for each spell level above 4th. Additionally when you cast the spell at 6th level or above and again at 8th level and above, the radius of the cylinder increases by 10 ft (for a total of 30 ft and 40 ft respectively).
