Ashen Refrain

You sing the last note of a wrong that has not been answered. Make a ranged spell attack against one creature within range. On a hit, the target takes 1d8 Psychic damage. If that creature dealt damage to another creature since the start of its last turn, its Speed is reduced by 10 feet until the start of your next turn. The Speed reduction cannot stack with itself.

Cantrip Upgrade. The damage increases by 1d8 when you reach character levels 5 (2d8), 11 (3d8), and 17 (4d8).
