a spectral dragon takes shape and fires a beam of star light at a target.
the target has to be in 30ft. and takes 4D6 damage and is pushed 5ft. back if he is within 10 ft.

the target also has to do a saving throw of 14 or higher dexterity or it will be blinded for 1 turn (disadvantage on dice rolls)

higher spell slots:
- each spell level higer gives an extra D6 to throw
- the saving throw goes up by 2 for every level of spell you go up
