This spell summons a  poltergeist that is bound to the target for one or more minutes. The spell caster must throw the cards/papers at the target and make a ranged spell attack.  On a miss, the paper swarm locks on to a nearby inanimate object and attacks it for the duration of the spell.  If it hits it's intended target he is surrounded by a 5 foot diameter swirling swarm of spinning papers that are constantly swooping towards any exposed skin causing numerous papercuts as well as disrupting the targets vision.  This area is considered lightly obscured for any one trying to see into or out of the area.

At the beginning of each of the target's rounds they suffer 1d4 slashing damage.  In addition,  because of the distracting nature of the papers attacking the face, he must make a WIS saving  throw.  If the target fails it's saving throw, he is distracted by the papers , giving him a -1d4 on all attack rolls, ability checks and CON(concentration)saves until the start of his next turn. 

The paper swarm moves as the target moves, flying at a speed of 30 ft. per round and follows the target wherever it  goes. It can be out run if the target has enough movement speed to keep away from it. If he does outrun it, when the spell catches up to him, he must roll for damage and distraction at that time. The target can also avoid all damage and also gain advantage on the WIS save if he covers himself totally with a protective material (A heavy leather cloak, full plate armor with the vizor down, etc.) or has skin that is immune to the damage (Stone golem's skin, Barkskin spell, etc.) 

The spell can also be totally neutralized if it is exposed to an area effect attack that can destroy all of the cards/papers at once(Fireball spell, Dragon breath, etc.)

 If the spell is cast at a level higher than 2nd, it gains +1 to the damage die, -1 to the distraction penalty, and +1 rounds to the duration for each additional level due to the increase in the amount of paper attacking the target.  (Example: If cast as a 6th level spell it would do 1d4+4 damage, -1d4+4 distraction penalty, and have one minute +4 rounds duration)
