A willing creature is enveloped in a magical cloak the inside of which is comfortable and dry regardless of the weather around the user. The cloak is transparent and usually unnoticeable unless in the presence of something that the cloak would repel (such as water, dust, snow etc). The cloak will keep the character dry underwater, but it will not act as a supply air.
