You fire a compacted pellet of ice at a point you can see within range. It explodes into many shards of ice upon impact, and each creature within a 20 ft. sphere centered on that point must make a Dexterity saving throw. On a failure, they take 3d8 piercing damage and 3d8 cold damage, and their speed is halved until the end of your next turn. On a success, they take half damage and aren't slowed.

Any suggestions for improvements are more than welcome. I was kind of intending this to be a sort of cold version of fireball, with less damage but with an added debuff to balance things.
I really like this spell for an ice themed spellcaster, or somebody just looking not to start forest fires.
As an additional secondary effect I might have it extinguish unprotected flame in the area of effect.
I so want to love this spell, but it has a glaring issue: It is straight up better than fireball, which itself is considered way too strong for level 3. This does the same damage but splitting it across 2 damage types that are each superior to fire. Then on top it slows down opponents.
