While bound by the chains the person's movement speed will be brought down to 0

When you cast the spell, the creature that is completely bound by the chains is Restrained. The person can make a Dexterity Saving throw DC 16. If they succeed they take half damage but on a failed throw they take full damage.

Every time the shackled persons turn starts they take 1d8 fire damage.
