Forces of ice and of fear blast forth from your fingertips. Choose one creature within range, that creature must make two saving throws, constitution saving throw against the cutting frost of the cold and a wisdom saving throw against the chill of fear. This spell can have various effects determined by which saving throws the creature fails: 

No failed saving throws: The target takes 2d10 cold damage and 2d6 necrotic damage.

Failed constitution saving throw: The target creature takes 4d10 cold damage and 2d6 necrotic damage. The target is incapacitated as it is encased in a block of ice. The target gains temporary hit points equal to the cold damage received from this spell. A creature inside of, or within reach of the block of ice can make a strength(Athletics) check to break the ice; the DC for this check is equal to the number of temporary hit points the target has remaining. For the duration of this spell or until it loses these temporary hit points, the creature encased in ice is unable to breathe. Temporary hit points granted by this spell are vulnerable to fire and immune to psychic damage. Temporary hit points granted by this spell can not be reduced in any way not specified in this spell's description.  

Failed wisdom saving throw: The target creature takes 2d10 cold damage and 4d6 necrotic damage. The creature is afraid of you and must use its movement to move away from you unless it uses its bonus action to find the resolve to move towards you. If the creature moves toward you, its movement speed is halved unless it has advantage on saving throws against fear. A creature that is running from you due to this effect flees with no concerns apart from escaping you. This means that opportunity attacks against the fleeing creature are made with advantage. 

Failed both saving throws: The creature takes 4d6 necrotic damage and 4d10 cold damage, is encased in a block of ice (as described above), and becomes afraid of you. Additionally, the mental stress of being literally frozen in place while wanting to run for their life causes the creature under this effect to take 8d12 psychic damage. 

The effects of this spell can last for up to an hour.
