Arcane chains

Holes in the material plane open up, and arcane chains rush through the holes to ensnare one person of your choice. That person must make a DEX save higher than your spell save DC + proficiency bonus or be restrained and incapacitated for up to one hour. On contact with the chains, you deal 1d10 necrotic damage. While ensnared, the person is unable to make a save unless they have a strength of 18 or higher If they do they must make a strength check against your spell save DC. On a fail, the person is ensnared for the full duration. On a success, the person falls prone to the ground.
