Your hands become imbued with cold, sucking the heat out of the first thing you touch. Make a melee spell attack against the target. On a hit you deal 4d8 cold damage and if the target was a creature they must make a Constitution saving throw. On a failed save that creature’s speed is halved, it takes a -2 penalty to AC and Dexterity saving throws, and it cannot take reaction until the end of your next turn. Creatures that are resistant to cold damage have advantage on their saving throw, creatures that are immune to cold damage are unaffected by this spell.

At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, the damage increases by 1d8 for each slot level above 2nd.
