You use necromantic magics to manipulate blood, whether or not is contained within a living being. If you target blood that is not within a living creature, you can manipulate it freely as if it were water and you had cast the spell Control Water.
If you target a creature that has blood, the target must make a Constitution saving throw. On a failed save, the target takes 3d6 necrotic damage and is either Blinded or Deafened. On a successful save, the target takes half damage and the spell ends. This effect has no effect on creatures that do not have blood such as most constructs, oozes, and undead.
At Higher Levels. When this spell is cast at 3rd level or higher, increase the damage dealt by 1d6 per spell level above second.
