Chaotic Disruption

Choose 2 target creatures. As you chant this spell, a streak of black lightning materializes and surrounds the targets. Both targets must make a DC 18 Charisma saving throw. If they both pass the save, the lightning disperses and both targets become frightened for 1 round. If only one target passes the save, it becomes frightened for 1 round and the spell's caster becomes the new target in place of the creature that passed the save. If both fail, the spell activates as normal.

When the spell activates, the streak of lightning shoots into both targets, visibly running through their bodies. They both lose HP equivalent to the health point difference between them (For example, if one target has 45 HP and the other has 20, then both targets would lose 25 HP). Any creatures killed by this spell cannot be resurrected.
