You hold the chain in your hand, causing it to emit dim white light, and 3 large magical chains appear under the a target creature of your choice that you can see and is in range. It then must succeed on a Dexterity saving throw against your Spell Save DC. On a successful save the creature manages to avoid the chains. On a failed save the creature becomes restrained and is held up in the air by the 3 white-glowing chains.
On each of its turns, it can try to free itself by making a Strength Check against your Spell Save DC with disadvantage. You or your allies hitting one of the chains deals damage to the creature. Destroying all 3 chains frees the target, forcing it to succeed on a DC15 Dexterity (Acrobatics) Check or fall prone.
If a character can't cast spells at as a high level as 7th, it can still cast this one, but the number of chains is decreased to 2, and the damage die is as many steps back as the spell slot is from 7th, to a minimum of 4th level (d4 damage die).
All creatures attacking the chained-up one can choose not to destroy a chain with their attack and instead attack other parts of the target.
