Baleful Eye of Judgement

You fix your wrathful glare upon an enemy within range, filling them and their allies with awe and terror. The target and each enemy within 5 ft of them must make a wisdom saving through, taking 2d8 psychic damage on a fail, or half as much on a success. Each target takes a -2 penalty to attack rolls until the end of their next turn.

At Higher Levels: When this spell is cast at higher levels the damage is increased by 1d8 and the penalty is increased by 1 for every spell level above 3rd.
