When used, you point your finger at somethings head. This causes water to spew out of your finger and wrap water around that creature's head, drowning them basically. Every start of your turn causes the thing with the water around there head to take 3d6+1 drowning damage. The creature can roll a strength check of 13 to stop this from happening further or try to break your concentration.

At Higher Levels. The spell gains a single dice amount for every higher spell slot you use and starting at level 6 spell slots makes it harder to escape from the water, adding +1 to the 13 strength check roll every time. At level 9 this spell could do a maximum of 61 damage and be at a level 16 strength check to escape, making it pretty strong. Or, 10d6+1 damage and a 16 strength check to escape.
