While this spell is famous for being used on brooms, it can be used on any tiny cloth or wooden object bringing it life at your command.  This spell fails if it used on objects that are not primarily made of cloth or wood, or if cast on objects larger than "Tiny".  Stuffed animals are almost as common as brooms, but this spell description shall use the term 'broom' to refer to any target of the spell.  It becomes a construct under your control until the spell ends or until reduced to 0 hit points.  If you concentrate on it for the full hour, it becomes a permanent construct but is no longer under your control.  You can attempt to Persuade or Intimidate it to to stay on as your servant - the DC depends on how well you have treated it previously (DC 14 for playing with it, 16 for light work, 20 if you seriously risked it's life.)  If the nature of it's duties worsen, it will likely flee without warning.

While you are concentrating, as a bonus action, you can mentally command the broom if the creature is within 500 feet of you (if you control multiple creatures, you can command any or all of them at the same time, issuing the same command to each one).  Brooms are cowardly, unwilling to attack, but it can act as a spy or as a servant.  You decide what action the broom takes and where it will move during its next turn, or you can issue a general command, such as to clean a particular chamber, watch a room, or play with a kid. If you issue no commands then within 24 hours the creature will likely get into trouble, investigating things it knows little about.

The only time a broom will attack is if it is attacked by something else and it has no place to run.

An animated broom  is a construct with AC, hit points, attacks, Strength, and Dexterity determined by its size. Its Constitution is 10.  Intelligence and Wisdom are 3, Charisma is determined by how much you spent creating the object, 100 gp per point of Charisma. 100 gp minimum to a max of 2,000 gp for a gorgeous broom with a Charisma of 20.

Brooms are too cowardly to take adventuring levels.  Brooms made primarily of cloth have damage resistance against blunt damage, those made of wood have damage resistance against piercing.  All brooms are vulnerable to fire.

The shape of the broom affects it, but it does not take great skill to shape them.  Mere notches carved into wood or buttons pinned to a piece of cloth are sufficient.  Such work needs to be done before the spell is cast, afterwards is merely cosmetic.  Brooms can be constructed with any four  of the following features:  pair of Arms, pair of Legs, pair of Wings, pair of Eyes, a Mouth, and/or fins.   If it doesn't have arms, it has disadvantage when trying to do any task - and takes twice as long.  With legs it has a walking speed of 30 feet, without 10.  With wings it has a fly speed of 30 and the ability to hover, without it has no fly speed.  If it has eyes it has darkvision up to 60 ft, it always has has blindvision 10 ft.  If it has a mouth it knows how to speak, read and write two languages it creature chooses (from those the creator knows).  Without the mouth, it is mute and deaf and can only communicate via writing and reading one language the caster knew (chosen randomly)  or with someone that has telepathy (it does not have it).   With fins it has a swim speed of 30 ft.

When the animated object drops to 0 hit points, it reverts to its original object form, and any remaining damage carries over to its original object form. 

There is no limit to how many brooms you may have - there are rumors of castles full of broom servants, each with a different job.  Some even sing.

Brooms can not be dispelled, but they cease to work in an anti-magic zone.
