One creature you can see within range must make a Wisdom saving throw. If the saving throw fails, the creature is cursed and becomes incapable of producing intelligible speech for the duration. The creature is also unable to cast spells with a verbal component. At the end of each of the creature's turns, it can repeat the saving throw. On a successful save, the spell ends. Casting remove curse or comparable magic on the target ends babel's curse.
At Higher Levels. When you cast this spell using a spell slot of 5th-level or higher, the creature is also unable to understand spoken language for the duration. When you cast this spell using a spell slot of 8th-level or higher, the spell's duration becomes permanent and the creature doesn't make a saving throw at the end of its turn.
