Choose a creature that you can see within range. The target must succeed on a Strength saving throw or its movements become restricted as it becomes coated in a thin shell of the material used in the casting. It suffers the following effects for the duration:
- All movement speeds the creature has are halved.
- It has disadvantage on all attacks it makes.
- The creature is unable to take reactions.
At the end of each of its turns, the target can make another Strength saving throw. On a success, the spell ends on the target. The spell also ends if the target teleports as the shell is left behind.
At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, you can target one additional creature for each slot level above 2nd. The creatures must be within 30 feet of each other when you target them.

I think this is a good spell but maybe it could be a transmutation.
Counterpoint - you're not changing a creature, you're creating a shell around it. Although I do see where you're coming from.
