You create a pool of burning liquid in the ground. This pool of liquid has a radius of 15 feet. When a creature enters the area or starts their turn in the area, they must make a dexterity saving throw. On a failed save, they take 2d8 fire damage or half as much on a successful save. If they fail their save, they are also set on fire, and will take 1d8 fire damage at the start of their turns for the next minute or until they spend an action to douse the flames.
