With a snap of your fingers you banish heat from a target. There are two possible uses for the spell, targeting either one creature that you can see within range or an targeting an area of liquid — such as water, acid, mud, snow, quicksand, or lava.
If you target a creature, it must make a Constitution saving throw. On a failure, the target takes 5d10 cold damage and until the end of your next turn, its speed is reduced to 0 feet and it has disadvantage on weapon attack rolls. It also gains one level of exhaustion unless it has resistance or immunity to the spell's damage. On a success, it only takes half damage and it doesn't suffer any other effects.
If you target an area, your magic affects a portion of liquid that you can see within range and fits into a 30 foot cube. The affected liquid is frozen solid for 10 minutes, provided that there are no creatures in the area. Not all liquids lose their properties when frozen. For example, frozen lava may still be extremely hot to the touch, and frozen acid may still sting or even cause damage in extreme concentrations.
Exhaustion caused by this spell is removed from a creature when it finishes a short or long rest in a warm environment.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the damage dealt increases by 1d10 for each slot level above 3rd.

Gotta say, this feels a little overpowered for a 3rd level spell. Your verbiage makes some of the effects confusing.

Well, how does it compare to other 3rd-level spells?
A couple of notes:
Mr Author, the spell on the spell list only does 1d10. I like click button do damage. Also, my friends don't read their spells so they see 1d10 and think it sucks.
For those who think this is an op spell, let's compare it to other spells in the game already. A fireball, a 3rd-level spell does 28(8d6) fire damage. Not only is this less than Cold Snaps 27.5(5d10) cold damage. It does nearly the same amount of damage in single target as fireball and lightning bolt while being significantly outclassed in AoE situations due to this only affecting 1 target. To those who think the additional effects are a little too strong or see that exhaustion and think "Wow that's strong", take a look at Rime's Binding Ice. A 2nd level spell that can reduce multiple creatures to 0 speed for more than 1 turn. In addition, rime's 13.5(3d8) damage goes up to 27(6d8) if it hits two targets. While yes, this is a little more difficult because you need both targets to fail the save, Rime's is only a 2nd-level spell compared to Cold Snap's 3rd-level.
The bonus effect of freezing liquids is cool and can be used creatively. While damage is always the same, our campaigns are not. I can't comment on how often this spell will find value with this effect because we don't all have the same experiences when playing dnd.
