Icy shards appear above a cylinder 60 ft. high and with a 10 ft. diameter centered at a point you can see within range. The shards rain down upon the circle and creatures inside the circle must make a Dexterity saving throw. On a failure they take 3d8 slashing damage and 4d8 cold damage and must make a Strength saving throw. On a success they take half as much damage and make no Strength throw. On a (strength) failure they become incased in ice and are restrained and incapacitated. Every turn they are incased in ice, they take 2d8 cold damage. On a (strength) success, they suffer no effects.

This is a great spell! I have a recommended rewording for the spell for clarity and consistency with official spell wording. Love this idea though! :)
Icy shards rain down in a 5 foot radius, 40 foot high cylinder centered at a point you can see within range. Each creature in the cylinder must make a Dexterity saving throw. On a failed save a creature takes 3d8 slashing damage and 4d8 cold damage and must make a Strength saving throw. On a successful save, the creature takes half as much damage and suffers no additional effect. A creature that fails its Strength saving throw is incased in ice and is incapacitated. At the start of each of their turns an incapacitated creature takes 2d8 cold damage, the creature can then repeat the saving throw at the end of their turn. A creature that succeeds on its Strength saving throw is no longer incapacitated.
