When you cast the spell, a toxic green cloud forms that is 5-foot tall and has a 15-foot radius, centered on a point you can see (this cloud will warp location each time you cast it on a new location). A bolt of lightning flashes down from the cloud to that point. Each creature within 5 feet of that point must make a Dexterity saving throw. A creature takes 3d10 lightning damage on a failed save, or half as much damage on a successful one. On each of your turns until the spell ends, you can use your action to call down lightning in this way again, without having to consume an additional spell slot.
Each time this spell is cast you must roll a D20, if a 2 or 3 is rolled then the spell miss casts and will instead cast 15 foot in a random D8 direction.
If a 1 is rolled the spell fails as concentration is broken, no lightening is cast and the spell slot is still consumed.
Warp Lightning Blast ignores Lightning Resistances.
At Higher Levels. When you cast this spell using a spell slot of 4th or higher level, the damage increases by 1d10 for each slot level above 3rd.
