A 30-foot-radius translucent indigo sphere of arcane energy floods from your store of arcane power and into the space around you. This area interferes with spells cast by enemies within and into the sphere, making the spells easier to resist. Every ally in the sphere gets the casters ability modifier added to whatever saves are made against spells cast through the area within the sphere. Until the spell ends, the sphere moves with you, centered on you.
Spells and other magical effects, except those created by an artifact or a deity, are suppressed in the sphere and can't protrude into it. A slot expended to cast a suppressed spell is consumed. While an effect is suppressed, it doesn't function, but the time it spends suppressed counts against its duration.
A magic weapon's properties concerning attack and damage rolls are not effected, but any extra effects that require a save are effected.
Artifacts are not affected.
Creatures and Objects. A creature or object summoned or created by magic will travel through the area of effect as if it were rough terrain.
Dispel Magic: can dispel the spell, and anti-magic fields will suppress the area in which they overlap.
At higher level slots: For every spell level slot that is used add +1 in addition to the casters ability modifier.

Spell idea is great but I feel like it should be 3rd lvl or at least concentration. As a point of reference you can see paladin aura of protection (6th level) doing pretty much the same, but for a reduced cost of being passive.
