You summon a wisp at the target point within range, which pulses with waves of light and force. A pulse of light occurs when you cast the spell, at which time the wisp sheds bright light in a 50-foot radius and dim light for an additional 50 feet, and all creatures besides you within 20 feet of the wisp must make Wisdom and Constitution saving throws. Creatures who fail the Wisdom saving throw are mesmerized, walking 10 feet towards the wisp and having their movement speed reduced by 5 until the end of their next turn. They also have disadvantage on the Constitution saving throw. Creatures who fail the Constitution saving throw are blinded until the start of your next turn.
For the duration, on your turn you may use your action to move the wisp up to 60 feet to a point within range and make it pulse again, repeating the effect.
