A line of fire descends from the sky and pulverizes the area on which it falls reducing it to ashes accompanied by an immense shock wave. The fire being magic it does not propagate and is extinguished one minute later.
The spell use a Staff of Fire as a focus and use all the charges.
The targets need to do a Dexterity Saving Throw to take half damage. If fail they take 25d10 + 150 fire damages and 5d12 + 20 thunder damages. The targets also take 2d8 fire damages each turn for 10 turns (after, the fire is out) The Dex save does not apply for those damage because the fire is everywhere. The targets are also Deafened for 5 day due to the sound of the explosion and Stunned for one minute. Any building or tree in the area of effect is just blown away.
This spell is made to destroy an invading army so it is not really use and serve more a dissuading tactic.
Note : A range of 16000 feet is about 5 km or 3 miles
