Chain Harpoon

You conjure a spiraling black chain tipped with a barbed spike that sprouts from your hands, or in an unoccupied space of your choice that you can see within range.  When you cast the spell you can direct the chain to lash out at a creature within 60 feet of it that you can see.  That creature must succeed on a Dexterity saving throw or take 3d6 piercing damage, and be pulled 20 feet directly toward the source of the conjuration.

Until the spell ends, you can direct the chain to pull the same creature another 20 feet as a bonus action on each of your turns.

The spell can alternatively be used to steal a piercable or lasso-able object such as a book or magic item.
