Ionia, the founder of Freeport, created this spell to instantaneously facilitate democractic participation amongst a large number of people.

For each individual registered with a central stone, this spell delivers a magical message, up to 15 words, which can be answered with either "Yay" or "Nay". Once the ritual has been started the each the spell remains active until all registrants have answered or 24 hours have passed. The result of the tally appears on the peice of parchment appearing with the number of "yay's" and "nay's".
