Chaos Counterspell

You attempt to cause someone else’s magic to malfunction. You pick someone within 60 ft that is casting a spell, and if the spell being cast is a lower level than the level you cast this spell at, the spell causes a chaos magic surge to happen. If the spell is a higher level, you must roll a spellcasting check, the DC=10+spells level. 

At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the interrupted spell Causes a chaos magic surge if its level is less than or equal to the level of the spell slot you used.
