This spell, crafted from the magical weave of Obleon itself, can only be cast in places of extremely non-magical nature. This is because, being a highly powerful Obleonic spell, casting it in an average environment would cause the fabric of the weave to collapse, ejecting your current material plane from the multiverse, making it a sort of non-magical Limbo.
The spell does not, in fact, pause time. Instead it pauses the rhythmic cadence of nature, hence its name. It pauses the wind, the light, heat, cold, the movement of the sun, the movement of creatures and rivers. The high-ranking Oblics found it easier to do this then actually pause time.
Please note that making an antimagic field to cast this spell in will not work, as antimagic is not the absence of magic, merely its opposite.
The caster must utter several words of great power to activate this spell, although science has proved that only the words 'nature', 'traverse', 'shielding', and for some reason, 'egg nog', are sufficient. After these words, the world will take on a sepia tint and freeze, apart from the caster and any creature the caster wishes to effect with the spell. The caster can then alter the flow of any individual aspect of nature. They can make the sun whip across the sky while everything else carries on as normal. They can slow down the speed of light and sound, so creatures can only see and hear attacks after they have happened. Get creative! You can do many things with this spell.
Please note that after casting this spell, the caster must roll a d100. 50 or more, they must take a long rest to recover before being able to cast any other spell. Less than 50, a hole in reality appears 100ft from the caster. This hole is unstable, and anything that falls into it will be lost in another material plane. Below 10, and all of the users spellcasting abilities will be lost for 1d100 days, as well as a -2 on all stats for 25 days.
