A ball of celestial flame shoots from your outstretched hand to a point you choose within range. Each creature in a 20-foot-radius sphere centered on that point must make a Constitution saving throw. On a failed save, a target takes 4d6 radiant damage and is blinded until the start of your next turn. On a successful save, a target takes half as much damage and is not blinded.
At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, the damage increases by 1d6 for each slot level above 2nd.

This seems a little bit OP for a second level spell. Maybe make this a third or fourth level spell instead?
It is a bit overpowered, but not compared to spells like hypnotic pattern and magic missile.
Magic Missile cast at 2nd level does 14 damage on average, with a 100% chance to hit. This spell, on the contrary, does the same amount of damage in an AoE, but it has a save to take half damage. Assuming that each creature in the AoE has a 50% chance of success (it's probably higher since it's a CON save), each creature would take 10.5 damage, for a total of 22 average damage (with four targets), and half of them being blinded for one round.
If you go the other way and upcast it one level, then its power decreases even more in comparison to other spells. Cast at third level, it does 17.5 average damage on a failed save and 8.75 on a successful one. Assuming that there are four creatures in the AoE and half of them succeed, the expected damage is 52.5, and half are blinded.
That might seem like a lot, but not compared to fireball. Assuming the same caster and targets, fireball does an average of 84 damage. Almost twice as much as radiant fireball.
