You either create or destroy ice

Create ice. You create up to a 5 foot square block of ice. The block must be created in an open space, and cannot be cast on a space occupied by another creature. If the ice is used to block something it requires a strength check of 20 to push or break. Each block has an AC of 5 and 15 HP.

Destroy ice. You destroy up to a five foot square block of ice. 

At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher an additional 5 foot block of ice is created for each level used. The same rules apply to each of these blocks and each block must be within touching range of the first block created.
