You create a magical zone that enfeebles all creatures within a 15 ft. radius circle centered on a point of your choice within range. Until the spell ends, a creature that starts its turn within the circle must make a Constitution saving throw. On a failed save, a creature takes 2d6 necrotic damage and suffers the following effects until the start of its next turn:
- Their movement speed is reduced by half.
- Any damage they do with their melee or ranged weapon attacks is reduced by half.
- When the creature attempts to cast a spell, they must roll a d20. On a 10 or lower, the spell they are casting fails to cast, and the spell slot they used is consumed.
On a success, a creature takes half the necrotic damage and suffers no additional effects.
If a creature remains in the zone for three consecutive rounds, they immediately gain three levels of exhaustion.
With enough spellcasters, this effect can be made permanent. If six creatures who all know this spell concentrate on this spell for 24 hours on the same location, they can create a permanent version of this spell.
