Braddock's Bureaucratic Bypass

You send a Message of seventy-five words or less to a creature with you are familiar. When opened the creature hears the written Message dictated in its mind, recognizes you as the sender if it knows you. Along with the Message you can transport up to 5 pounds of material whose combined value cannot exceed 75gp. The recipient can answer in a like manner before the spell ends. The creature only understands the Message if you and the recipient share a language.

If the intended recipient does not open the Message before the spell's end, The Message, and its accompanying contents if any return to the sender.

You can send the Message across any distance and even to other Planes of Existence, but if the target is on a different plane than you, there is a 5 percent chance that the Message doesn't arrive.
